Playing Rules

1. The Official Regulations and Playing Rules of Little League Baseball 2021 (Williamsport, Pennsylvania) will apply strictly with the following modifications necessary for this type of tournament.

a. Each team will present a roster of up to fourteen (14) players to the tournament director prior to their first game. There must be at least eleven (11) players on each roster and in the line-up for each game. Attached to the roster will be copies of birth certificates verifying that players are age 12 or under as per 2021 LL league age rules. Also, the completed Waiver of Liability must be submitted prior to playing.

b. Games will start promptly as indicated on the schedule. Games will be six innings. Extra innings may be played but no inning may start after one hour and thirty minutes of play. The run rule will apply if any team is ahead by at least 15 runs after three complete innings or 10 runs after 4 complete innings. Each team must field 9 players within five minutes of scheduled game time or the tournament director will declare forfeiture. When a team has less than 11 players in the line-up, outs will be recorded for the vacant spot(s) in the order, unless injury.

c. Mandatory Play: Roster batting will be used in all games submitted before the start of each game. Each player must play at least six (6) Defensive outs (excluding injury substitutions). Once a pitcher is relieved, they may not pitch again in that game.

d. A pitcher may not pitch more than three (3) innings per game and a total of seven (9) innings for the tournament. One pitch in an inning constitutes an inning pitched. Coaches are required to carry records of pitchers’ names and numbers of innings pitched. This information will be posted on the scoreboard. Pitch count is suspended for the tournament. Pitcher/catcher exchanges after 40+ pitches or 4 innings of catching are allowed (LL rule suspended)

e. A coin flip will determine the home team. Home does not have to occupy the 3rd base dugout. Stay in dugouts from previous game if applicable to keep moving.

f. The home plate umpire will resolve any protested call immediately. Tournament director does not have the authority to overturn a judgment call. Should a dispute arise with the tournament rules or process, the tournament director or assistant will make the final determination and has the authority to reset the protested game or call a forfeiture of a game, at their discretion.

g. Any unsportsmanlike conduct from coaches, players or fans toward field umpires, opposing fans or tournament officials will result in immediate forfeiture of the game and tournament.

h. The tournament director shall determine the safety of the fields for play. The chief umpire and the tournament director shall determine continued play during weather disturbances.

i. Under no circumstance will refunds be given to any team.

j. Coaches must report game results to the tournament director at the conclusion of each game. Information should include the score, pitchers used and number of innings pitched.

k. Tournament Champions and Runners-up will each receive individual trophies.

l. Tournament ranking will be determined by points awarded as follows:
i. Win = 2 points
ii. Tie = 1 points
iii. Loss = 0 points
iv. Forfeit Loss = minus 1 point

If there is still a tie, it will be settled in order by:
v. Head to Head Play Record
vi. Home Run Derby on Field #2.
Five players selected from each team, will receive ten (10) pitches each with another player(s) from same team pitching to them. Pitchers will be allowed to warm up before they begin to pitch.
